When a snow emergency is declared, the Prince George’s County Department of Public Works and Transportation (DPW&T) is responsible for providing “passable” conditions on a network of over 1,800 miles of county-maintained roadways to ensure the safety of residents, citizens, and travelers.
Route Clearing Priorities:
Routes are prioritized for service into categories: primary, secondary and residential. Primary and secondary roads are serviced first to ensure that public safety and other emergency vehicles can travel. After completion of these roads, residential roads receive service. Crews work as long as necessary to clear roadways, which consists of salting, sanding and/or plowing, as warranted by weather conditions.

To assist crews, citizens and residents are requested to:
Move and keep vehicles off snow emergency routes

Park in driveways or other off-road locations wherever possible

Park only on the even numbered sides of roads/streets

It also is important for single-family homeowners or renters and business proprietors to remember that they are responsible for removal of snow/ice from sidewalks abutting their homes or businesses.

Reporting Road Concerns:
During a snow and ice event, residents and citizens are encouraged to wait 12 hours after the precipitation has stopped to call the Snow Information Center at 301-350-0500 or CountyClick 3-1-1 to report emergencies or concerns about roadway conditions.

The Department of Public Works and Transportation is committed to snow removal from all streets maintained by Prince Georges County. Please assist us with our snow removal efforts by submitting your information on the Snow Removal Form. Call the Snow Information Center at 301-350-0500, 12 hours after the precipitation has stopped, if your road has not been treated. Please Support the ‘Jobs and Opportunity Act of 2016’

Last week, my colleagues and I proposed the Jobs and Opportunity Act of 2016 (CB-74-2016), which would require

-At least 40% of any county contract opportunities above $500,000 in value be spent with small, minority, and woman-owned firms located in Prince George’s County ($500k and below only bid among small and minority local biz),

-Local-only bidding of county contracts in industries with significant numbers of local firms,

-‘Best value’ instead of low-bid contracting,

-Stronger ‘prompt payment’ law for county agencies and contractors,

-Stronger local hiring and compliance policies in county contracting, and much, much more.

The County buys over $300 million in services and products each year. Far too often and for far too long, our County has allowed our dollars to walk away to other jurisdictions. Instead, we must make sure our tax dollars are circulating locally and building shared prosperity here at home.

Statement of Prince George’s County Council Member Mel Franklin on New Legislation to Increase Economic Opportunities for Local, Small and Minority Businesses and Banks

Jobs and Opportunity Act of 2016 and Local Small and Minority Bank Investment Act of 2016 Presented on Tuesday

Several Council Members co-proposed Council Bill 74 2016 (CB-74-2016), the Jobs and Opportunity Act of 2016, at this Tuesday’s Council session, which would require at least 40% of any county contract opportunities above $500,000 in value to be spent with small and minority firms based in Prince George’s County, “local only” bidding of contracts in industries with significant numbers of county-based firms, “best value” instead of low-bid contracting, and stronger enforcement of existing procurement and local hiring policies.  The County buys over $300 million in services and products each year.  Councilman Mel Franklin, a co-proposer of the bill, released the following statement:

“The Jobs and Opportunity Act of 2016 will be a tremendous boost for small and minority businesses in Prince George’s County and create wealth and job opportunities for county residents. This legislation will also build on the landmark Jobs First Act of 2011 by mandating stronger enforcement of existing county-based business and local hiring policies by county agencies. Far too often and for far too long, our County has allowed our dollars to walk away to other jurisdictions. Instead, we must make sure our tax dollars are circulating locally and building shared prosperity here at home.”

Members also proposed Council Bill 75 2016 (CB-75-2016), the Local Small and Minority Bank Investment Act of 2016, which would require at least 50% of the County’s more than $3 billion in public funds to be annually deposited in local, small or minority banks with branch locations in the County.  Councilman Franklin believes this legislation promotes broader economic opportunity for community banks in the County:

“Our community banks often serve as the backbone for small business lending and local job creation.  Instead of simply investing the County’s general fund in Wall Street banks, we should invest at least 50% of it in ‘Main Street’ banks. Small and minority banks are often left out of the growing prosperity of the evolving economy. The Local Small and Minority Bank Investment Act will ensure that we are doing our part to support community and minority-owned banks and small business lending.”

Both CB-74-2016 and CB-75-2016 are expected to be heard by the Council’s Public Safety & Fiscal Management Committee in the next 2-3 weeks.

Statement of Prince George’s County Council Member Mel Franklin on the General Services Administration’s Decision to Locate the Headquarters of the U.S. Citizenship and Immigration Services at Branch Avenue Metro Station

Franklin calls the decision a ‘thrilling victory’ for jobs and economic opportunity in Prince George’s County

I am overjoyed to learn that the development team at Branch Avenue Metro Station in Camp Springs has won the bid for the federal Citizenship and Immigration Services (CIS) headquarters.  This metro station area, which was located in my councilmanic district until December of 2014, has been a major focus of the County’s economic development and incentive efforts over the past few years, including major tax increment financing (TIF) legislation that I was pleased to sponsor.  GSA’s decision is a thrilling victory for creating high quality transit-oriented development and good paying jobs in our County.  The CIS headquarters will be a catalyst for dense, walkable mixed-use development at one of the County’s most critical metro stations.  Today’s announcement also creates even more momentum for our County’s bid to host the headquarters for the Federal Bureau of Investigations (FBI).  We are gradually bringing the world to Prince George’s County.

Statement of Prince George’s County Council Member Mel Franklin on the 15th Anniversary of the September 11th Terrorist Attacks

Today, we commemorate the 15th anniversary of the worst terrorist attacks in American history.  The Prince George’s County 9/11 memorial in Bladensburg is a solemn reminder of how far reaching this tragedy was, with 24 County residents among the nearly 3000 people killed on that fateful day that changed our lives forever.  We will never forget the evil that perpetrated this horrific assault on our values or the goodness and unity that triumphed in response, like the heroic first responders who leaped forward to save lives even as they sacrificed their own.  Let us remain vigilant and honor those who were lost by the manner in which we serve each other now.  We are all in this together.  As Dr. King said, “we are caught in an inescapable network of mutuality, tied in a single garment of destiny.  Whatever affects one directly, affects all indirectly.”
